The Regulation 19 consultation version of the South Warwickshire Local Plan has now been approved by both Councils. Statutory consultation on the Regulation 19 Plan will run for 7 weeks from Tuesday 21st July until Tuesday 8th September.
The Regulation 19 consultation version was previously published as part of the agenda papers for Joint Committee on Tuesday 14th July 2026 and can be viewed on the Stratford-on-Avon District Council and the Warwick District Council websites.
Please note: an earlier draft of the Regulation 19 SWLP version was published as part of the agenda papers for Joint Committee on 28th May. That version has no formal status as it was not approved and has now been superseded by the version published 3rd July. However, the previous version serves as a useful base position and a tracked changes version highlighting the main differences between the two versions is now available to view. This tracked changes version is NOT part of the consultation and should NOT be relied upon as comprehensive. It is available for information only.

Publication (Regulation 19) Consultation
The Publication or Regulation 19 Consultation is the fourth stage in the process of preparing the new South Warwickshire Local Plan (SWLP). This is the final opportunity for formal engagement with the public before the SWLP will be submitted to the government for independent examination.
This stage differs from previous three rounds of consultations (namely Scoping and Call for Sites, Issues and Options, Preferred Options). The SWLP will include the final growth strategy, locations for growth (housing, employment and other uses) and a list of policies. Representations at this stage should specifically address whether the draft Plan is legally compliant and sound (i.e., is it positively prepared, justified, effective, and consistent with national policy).
We will soon be providing more information on this page including how to comment and provide representations through our dedicated online portal. A Representation Form is available for those unable to submit responses through the online portal.
A briefing was provided to Town and Parish Councils on 19th and 20th May 2026 providing an update on the South Warwickshire Local Plan. This included a recap of the journey so far, an update on the spatial growth strategy alongside housing/employment land requirements and a summary of what happens next at Publication (Regulation 19) stage.

Technical Evidence
The Publication version of the South Warwickshire Local Plan has been informed by several technical assessments and studies. Many of these have been prepared since the previous Consultation stage (Preferred Options). Supplementary Plans
Supplementary Plans are formal policy documents that add detailed guidance on specific matters, such as design or how particular sites should be used. Introduced to replace older Supplementary Planning Documents (SPDs), they are formally part of the development plan, hold significant, legally binding weight in planning decisions and require independent examination before adoption.
