Publication (Regulation 19) Consultation
On Tuesday 21st July we launched our South Warwickshire Local Plan Regulation 19 consultation. Thank you to all those who have made comments. We can confirm that the consultation ended on Tuesday 8th September at 23:59.
Representations submitted to the Councils will now be analysed and collated ahead of independent examination and will be published on our website in due course.
The Publication or Regulation 19 Consultation is the fourth stage in the process of preparing the new South Warwickshire Local Plan (SWLP). This provides a final opportunity for formal engagement with the public before the SWLP will be submitted to the government for independent examination.
This stage differs from previous three rounds of consultations (namely Scoping and Call for Sites, Issues and Options, Preferred Options). The SWLP will include the final growth strategy, locations for growth (housing, employment and other uses) and a list of policies. Representations at this stage should specifically address whether the draft Plan is legally compliant and sound (i.e., is it positively prepared, justified, effective, and consistent with national policy).
How To Participate
The below video was provided to take you through the process of submitting a rep using the online consultation portal
A guidance note was produced to explain how to respond to the Regulation 19 consultation alongside other useful information. A separate guidance note showing the step-by-step process on how to submit a representation online through the portal was also provided - How to submit a representation online.

Additional Information
The success of the Regulation 19 Consultation will be measured using the following Matrix.
A briefing was provided to Town and Parish Councils on 19th and 20th May 2026 providing an update on the South Warwickshire Local Plan. This included a recap of the journey so far, an update on the spatial growth strategy alongside housing/employment land requirements and a summary of what happens next at Publication (Regulation 19) stage.
A copy of this presentation is available to view as a PDF here.
Technical Evidence
The Publication version of the South Warwickshire Local Plan has been informed by several technical assessments and studies. Many of these have been prepared since the previous Consultation stage (Preferred Options). The full list of evidence documents used to inform the South Warwickshire Local Plan at every stage in the process can be found on our Technical Evidence page.
Consultation Events
During the course of the Regulation 19 consultation, a number of online and in person events were held by Officers. These provided the opportunity for members of the public and other stakeholders to ask questions on the consultation document and the process of responding.
A recording of the Online Event held on 25 August 2026 can be accessed here - Online Event Recording.

Supplementary Plans
Supplementary Plans are formal policy documents that add detailed guidance on specific matters, such as design or how particular sites should be used. Introduced to replace older Supplementary Planning Documents (SPDs), they are formally part of the development plan, hold significant, legally binding weight in planning decisions and require independent examination before adoption.
We will update the Supplementary Plans page as and when they are prepared.
